其中: 副總統蕭萬長說，台灣地狹人稠、天然資源有限，唯一有的資源就是「人才」，掌握人才就是掌握國力，未來既要延攬人才，也要保住本土優秀人才。
這是口號治國吧 "口號式管理"就是把"現象" "反敘述"一便 例如:
台灣人才流失嚴重--->掌握人才(怎麼掌握?? 像掌握罩杯這樣掌握嗎?)
世界各國都透過各種優渥條件積極爭取人才--->要延攬人才也要保住本土優秀人才(How?)
政府在規劃各種「彈薪方案」時，務必注意學科之間的平衡，如果還是和科技預算綁在一起，人文領域還是會被忽視，最該被救的反而沒被救到。
(是阿 有沒想過為什麼最該救的 是最該救的 然後再來研究方案 事情不是只有因為它被挖角的百分比最高所以是"最該救的")
